Currently anyone can close tasks. I would like Stash to have the option that only the "owner" of the pull request can complete them. The "originator" of the PR task should be able to delete them if they are no longer required.

Another desire, per BSERV-8578 would be a permission to only allow the creator of the task to mark it as completed (ie a reviewer in a subsequent review).
