Project level Hipchat configuration

I would like to be able to apply a single Hipchat configuration per project, rather than only per repository. I think repository specific configurations should override the project settings, but in most cases so far since STASH-4260 was added, I have used an identical Hipchat configuration for each repository in my project(s).
