Creating branches is still possible despite branch permission on branch model

According to the documentation creating feature branches should not be possible when a branch permission is applied for feature branches, using the new Branch Model option.

However when applying a branch permission using the Barnch Model option specific for feature branches a user that is not part of the user or group list specified in the permission can still create feature branches. The same user cannot push to or delete the branch.

If a permission is applied for the same users and groups using a Branch Pattern : 'feature/*' the user is (besides pushing and deleting) not able to create a feature branch.
