Shows who have merge access when creating Pull Request

      As a Stash User with only read access to project or repo
      When I create a Pull Request
      I would like to have a list of users who have merge access to the repo
      so that I can add them as reviewers and eventually have them merge the PR

      The problem I have when I create pull request is that I do not know who have merge access. And before I only have read access, I cannot see the Settings tab, to find out who have merge access. Becoming a chicken and egg thingy.

      Hence recommending to have a section beneath or right side of the "Reviewers" box, showing collapsed `Repo mergers` and `Project mergers` (or have `Project Mergers` as the last option for `Repo Mergers`)
