Auto-decline stale PRs

It would be great if Stash allowed you to configure some kind of inactivity window, wherein any PRs that have had no activity (comments, approvals, pushes, etc) in that timeframe will be automatically declined, with a message explaining why.

I wouldn't expect something like this to be enabled by default, but rather something you can opt in to on a per-repo basis.
