We have an automated system that assigns reviewers based on the specifics of a pull request, i.e. if the pull request touches certain files, or certain packages, or contains certain items, we add certain reviewers (who hopefully have expertise with these specific files).

We'd like to be able to mark certain reviewers as "mandatory", i.e. the pull request cannot be merged unless that specific reviewer approves.

Ideally, this would also work with groups ( STASH-2870 ), i.e. at least 1 reviewer from a particular group should approve in order to allow a merge (in the group case, you would say that "1 approval from this group of people is required").
