To a user with write permission to a repository, when viewing a pull request with a merge conflict, the overview tab shows the "This pull request can't be merged. You will need to resolve conflicts to be able to merge. More information." message.
If a user has only read access to the repository, the merge conflict is not indicated on the overview tab and only in the diff.
Read only users should be able to see if a pull request has a merge conflict quickly in the overview tab so that they can provide a fix if needed.
