Change Pull Request Title behavior from commit message to branch name

    Description

      With STASH 3.6.1, when creating a PR the title defaults to the commit statement. Would like the ability to have that change to the branch name, since we are using JIRA to create the branch names, we would like this naming convention to carry over to the title of the pull request.
