Description
The particular case I'm having a problem with:
The person who opened a PR forgot to make a particular change on one of the lines in a file. I went to comment there to leave a task/write a note...but then was faced with the message that I'm not allowed to comment unless it's within 10 lines of a change (see attachment). Now I'm left to reference the line number instead from a regular comment...
Why can't I just comment on any line in any file? There's definitely the use case of someone wanting to comment on other areas of the source where the dev hasn't necessarily made a change.
