    Description

      As is now, Stash only allows comments within 10 lines of a change ("Comments can only be added within 10 lines of a change"). This is extremely frustrating. There are times during a code review that I need to comment that something needs to change, but hasn't changed in the file (example, an unchanged method should change). Since it hasn't changed in the file, I can't add a comment that it should change.
