Stash warning about queueing requests contains unresolved template macro

Today while working on a PR, stash.a.c showed up a yellow banner:

Stash is queueing requests. Pushes, pulls, pull request merges and clones may take longer than expected. stash.web.scm.queueing.busy.help.htmlhttp://docs.atlassian.com/stash/docs-036/Scaling+Stash, Scaling Stash

This banner contained an unresolved template macro. I've raised the severity to major due to the bug being very visually present.
