/status resource returns "ERROR" instead of "STARTING" during startup

During the Stash startup the /status resources returns

   "state": "ERROR"
}

instead of STARTING with an associated status code of 500 Internal Server Error.

Could be a remnant of the split startup rework as the com.atlassian.stash.internal.web.ApplicationStatusServlet is unable to resolve the application context and resorts to returning an ERROR in this case.
