attached is a clip from Outlook which pictures an e-mail sent for a pull request from 1:55PM sent to me at 1:52PM - which makes the problem obvious. If you are in 'pull requests', the time is typically shown in minutes but if you hover, the tooltip will give you a time that is 1 hour off.

Description

Fielding complaints about time.

Clock on server is correct but in a different time zone (US/CST) and most of our developers are in US/MST.

Commits show time that is 1 hour ahead of our time which suggests that they are showing in the time zone of the server itself and no adjustment is made for the time zone of the web browser/client.
