As a System Administrator, we would like to be able to turn off the Default Permission configuration for projects, so that Project Administrators cannot assign read or write access to all logged in users, as is currently the case. When the Default Permission feature is turned off, all projects should be set to "No Access".

The reason is that with a large user and project admin base, we can enforce security only by manual review, which is costly.
