When a pull request is created, users can be selected to work with it.
The selected users are displayed in the dropdown menu in the the pull requests window.
If a user that is not in the list approves the pull request, he doesn't will appear in the list of reviewers.

To test it, just, approve a pull request with a user not listed to be a reviewer and this user will not be listed .
