Fork syncing is enabled, but getting error message

When I click 'Synchronize' in my forked repo I get the following error:

You did not provide an "enabled" setting to indicate whether synchronization should be enabled or disabled. An explicit value must be provided; the system will not implicitly choose one.

I have enabled fork syncing in settings, and successfully synchronized many times in the past.
