Repositories nav menu z-index is behind UPM filter dropdown z-index

      When on the "http://STASH_URL/plugins/servlet/upm#manage" page, the dropdown menu for the "Repositories" tab in the navigation bar appears behind the UPM filter dropdown. Based on my investigation, the z-index is off for one of the elements. Turning it up to 99 resolves the problem.
