The suggestion is to allow to create a Fork of an empty repository.

The objective is to avoid people having direct references to the parent repository, as currently it is necessary to commit something to it before being able to create a Fork.

E.g. currently the project creator needs to create a reference to the master, commit the content, create the fork, then go change the remote reference. If the user forget to change the remote reference, then he will be committing against master.
