Admin can't set another user's avatar when using an external user directory

When an admin navigates to a user page under settings they should see a button to change the user avatar. When an external user directory is used, a message is displayed "You cannot edit this user's display name, password or email address as they are stored in a read-only user directory.". The change avatar button should still be available.
