"Create branch" functionality in JIRA/Stash linkage

      To be able to specify a default repo/branch when selecting where to create a branch from a JIRA issue.

      Ideally, it would be nice to be able to do this via a Fisheye linkage, too, so that you don't have to link Stash AND Fisheye/Crucible (which reports double branches and double commits, sadly) to JIRA.
