Stash requires restart to set permissions to read or write

If a project has it's permissions set as default to no access and then it is set to read or write, it requires a restart of the instance to set the new permissions.
To test it:

1. Create a project.
2. Set its project to no access as default
3. Create a repo
4. Try to access the repo with another user with another browser.
5. Set the default project permission to Read
6. Refresh the repo window in other browser
   It will show 401 forbidden until the instance is restarted.
