REST api should have a way to determine if a user is watching a pull request

    Description

      The watch endpoint responds to PUT and DELETE, but not GET.

      And watchers aren't included in the pull-request response, or the participants response.

      I'm trying to use the REST API to manage watching pull requests, but without this data I'm blocked.
