Adding a user to a branch permission should not be allowed if user has no access through branch or repo permissions

I can add a user to a branch permission even if that user does not have repo access. I think this should not be possible, to try to avoid confusion.

In the same way it rejects users that are not licensed, it should also reject users that don't have repo perms. Helps to avoid confusion.
