Pull Request comment Permalinks should scroll the browser to show the comment in view

    Description

      Using Chrome Version 34.0.1847.131 m, I have noticed that although comment permalinks highlight the comment in question (in a very pleasant light blue), the page is not scrolled at all. So, if I have a comment that is further down the Overview page, it can be tricky to spot the comment whilst scrolling.

      It would be nice if the page would scroll to show the comment in view on browsing of the permalink (ala URLs specifying HTML bookmark/href anchors)
