Limiting the repository list to 25 when there are only a few more than that causes a number of minor, but noticeable issues:

• A visual delay and interruption when scrolling for just a few more entries
• The possibility of missing that there are more when not completely scrolled (though could trigger earlier to avoid this)
• Limited efficacy of Ctrl-F browser find to locate a project (by name or description) before scrolling

Not all users make a habit of using the repo search for a combination reasons (including preference and also limitations in how it how it works). To that end, the project list should serve its purpose more fully.
