page.max.directory.children does not show correct number of files on page load

After setting "page.max.directory.children=2500" in stash-config.properties file, accessing repository have the message "There are too many files in this directory. Only showing the first 500." banner and only 500 files are shown.

Refreshing the same page will show "There are too many files in this directory. Only showing the first 2,500." and 2500 items are listed.
