"Email a link to the user to set their password" checkbox should not be available if user is being created into a 'Internal with LDAP authentication' directory.
Similarly, if "Email a link to the user to set their password" is un-ticked, the password fields for users being created on the "Internal Delegated LDAP" are shown. However, for this use case, the password that is taken into account for login purposes is the one stored on the LDAP server. Therefore, those fields should never be shown or enabled for this specific use case. That has been a source of confusion for a few customers as you can see on this post in Answers
