As a System Admin, I'd like to configure 'Reject Force Push' hook globally from the UI

    Description

      Currently, 'Reject Force Push' hook is only configurable for each individual repo which makes it hard to configure for every newly created repo.

      Would be feasible to have the global settings for this hook whereby the sysadmin can configure it globally in order to override the configurations for each individual repo. This should be done through UI
