Currently you are not able to create a pull request when the source and target branch are on the same revision.
We often create a new branch and a respective pull request before we actually start with the development. So there is no difference in between the two branches at the beginning.
Could this behavior be changed?
I've searched the existing issues and found no similar ticket. If I am wrong -> sorry for that
