Add watchers to pull requests at creation time

It would be nice to be able to list users to be automatically set up to watch a pull request that are not a reviewer.

The most common use of this would be to make sure a other developers who have worked on the changes see comments or so other people who need to know about an incoming change (but who don't have review authority) get notified about the request.
