Access logs do not log which access key used the system

Using an access key always shows the system admin user in access logs, even if the key was added by someone else.

In reality, the creating user isn't very helpful. The access key should log the key's label (and maybe the id - which can be tied back user with the audit logs), not the name of the user that added the key.
