As a user, I'd like to have JIRA issue reference in the PR titles as well

Currently if the user creates a PR with JIRA issue key in the title, it won't make the reference to JIRA, unlike the comments or the description, it will make the reference to JIRA, which gives the ability to open the JIRA issue from by clicking on the issue key.
