Allow users to have more than one vote for pull request reviews

It would be nice if certain engineers could be assigned multiple votes for reviews.

Everyone isn't necessarily equal, the lead developer will probably have better insights in code reviews than a junior engineer who has been working 3months... Having two junior engineers approve a third junior engineer's work is obviously different than having two lead engineers approve a third lead's work...

An alternative would be to change the number of votes required to be based on the submitter... but that feels wrong.

Maybe this could be done using groups (i.e. assigning a person to the Lead Engineer group and then giving people in the Lead Engineer group 2 votes).
