Set and Get pull request options via the REST API

      Creating on behalf of customer:

      API call to be able to change the repository settings regarding pull requests. When a pull request is created, you cannot change the number of approvers nor the number of successful builds needed for merge to happen. (At present) These options can only be set under the repository settings tabs, under the pull request section (via the UI).
