Cannot fork a repository from my personal project to a public one

    Description

      • as a user, I have a repository in my personal project
      • if you want to fork it and create the forked repository under a public project, no fork button is displayed

      Workaround:

      • if you append "?fork" to your repository URL (next to the repository name - take the "browse" out) you will be able to perform the action. So the only missing piece is the 'fork' button in the repository UI.
