Batch JIRA issue transitions with pull requests

Building on the issue transition features added in Stash 2.7.0, it would be great to have (native) automatic issue transitioning with pull request. More specifically, allow related issues to be batch-transitioned when:

• creating a pull request
• merging a pull request
• declining a pull request
