JIRA issues not indexed in forks

Issue keys mentioned in commit messages for commits only appearing on a fork will not be indexed.

If the commit is merged into the canonical (top level parent) repository, it will be indexed, and the linked issues will be visible on the commit in the canonical repository and any forks it appears on. However the link from the JIRA issue back to Stash will only be to the canonical repository.

This will be fixed in a future release.
