Allow repository hooks to be shipped disabled

      Regarding the discussion on STASH-2521 about multiple hooks, it would be nice to be able to ship duplicate hooks, but have them be disabled unless user explicitly needs more than one. This avoids cluttering the web hook settings display with unnecessary duplicates. For example, Confluence macros can be shipped disabled with something like

      enabled="false"
