Non-ASCII values used in branch permissions don't work in MSSQL

      Due to a bug in active objects running on Microsoft SQL Server the columns used to store String values can't cope with non-ASCII characters.

      This means that branch permissions with non-ASCII characters in branch names, pattern values and group names may not behave as expected when running on MSSQL.
