This is a continuation of STASH-2076.

When using java.io.File to open files with Unicode characters in their names, encoding issues sometimes cause exists() to return false even for files which do exist. This results in NoDefaultBranchException being thrown even when the default branch does exist (and is resolved correctly by git).
