If possible I'd like to see the ability to comment on existing code without doing so in the context of a Pull Request. I believe this would help facilitate discussion around code, I.e. refactoring suggestions, possible bug identifications, etc.

An extension to this would be to create a JIRA issue directly from the comment thread.
