As of now it seems pull requests only work on branches in the same repository. For pull requests to be useful at all it needs to work like bitbucket/github. Users need to be able to fork the repository and do their work in their fork, then submit the pull request to merge back to the source repository. Most enterprise environments only allow read access to the main repository, and a set of senior users control all the pushing through pull requests.
