      Issue Summary

      Adding yourself as an approver on a PR then quickly attempting to merge produces an error.

      Steps to Reproduce

      1. Find a PR you can review and merge
      2. Open it and quickly:
        1. add self as reviewer
        2. approve
        3. merge
        4. in opened dialog, merge

      Expected Results

      PR is merged

      Actual Results

      Error shown on merge dialog: 
      "You are attempting to modify a pull request based on out-of-date information."

      Workaround

      Refresh the PR and attempt to merge again
