Issue Summary

When getting the URL with comment Id, and navigating to that link is expected that Bitbucket will scroll to that specific comment, this works well if it is a diff comment, however for overview comments sometimes it can be lost.

Steps to Reproduce

1. Create a repo, project and a pull request
2. Add a comment from the overview tab
3. Add 3 comments on the diff tab
4. Go back to the overview tab
5. click on the link button for the overview comment (first comment)
6. In another tab, navigate to that URL

Expected Results

Bitbucket should scroll to the overview comment

Actual Results

Bitbucket scrolls downs a bit but not showing the selected comment

Workaround

Keep scrolling down until seeing the blue/selected comment
