Issue Summary

Jira issue dialog has a fixed width on PR page, commit page and commit list page but should be responsive.

Steps to Reproduce

1. Go to PR with Jira issue
2. Click on Jira Issue link
3. Jira issue dialog opens
4. Resize screen width to 800px or less
5. Dialog is hidden off screen

Expected Results

• Jira issue dialog should resize to fix the screen size

  Actual Results

• Jira issue dialog content is hidden off screen.

  Workaround

• Resize screen to wider than 900px
