Issue Summary

Cannot filter dropdowns in "Create Jira issue" dialog

Steps to Reproduce

• In a PR, create a comment
• In the "..." button on the comment select "Create Jira issue". It may take a moment for this menu item to appear.
• Try to type into a dropdown filter

Expected Results

Typing into the dropdown filter should filter results

Actual Results

The filter input cannot be focused and will not accept text

Workaround

• For the project dropdown you can scroll until you find a project instead of filtering
• For the user search dropdown you cannot select a user
