Ability to configure shard/replica counts for individual indexes in Bitbucket Data center

      Currently we only provide the JVM arguments to configure the number of shards & replicas at a global level that applies to all indexes.
      -Dindex.codesearch.node.shards.num
      -Dindex.codesearch.node.replicas.num
      The `bitbucket-search` index handles significantly more traffic than other indexes. Hence this Feature request is to add the ability to alter shard/replica counts per index.
