User date format preference does not show if user account settings form has validation errors

      Issue Summary

      The user date format preference does not render if any field in the user account settings form has a validation error.

      Steps to Reproduce

      1. Navigate to the user account settings page (click on avatar top right -> Manage Account).
      2. Enter an invalid value into a field (e.g. empty Name). This requires the user being part of the internal user directory.
      3. Press Save.

      Expected Results

      All form fields render, and the appropriate validation errors are shown for the fields that are invalid.

      Actual Results

      The user date format preference form field does not render.

      Workaround

      The user date format preference is rendered correctly when there are no validation errors in the form. To view or change the user date format preference, load the page (which will show the form with no validation errors for any field), then just interact with the user date format preference.
