Issue Summary

Jira issue popup window get broken when using Japanese  profile language.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Have a Bitbucket environment(8.19.6) and integrate with Jira (9.12.12) via application link.
2. 'Manage account' and change your profile language into Japanese
3. Open a repo, list the source
4. Click issue key link showing in Description(if no existing  issue key link, you may commit one).
5. Jira ticket window will popup.

Expected Results

Showing ticket information correctly.

Actual Results

Showing some broken fields, like below:
タイプ:dialog.heading.description=説明

...

Workaround

Using English as profile language.
