Issue Summary

The keyboard focus indicator is not visible on certain interactive elements within the "Account settings" link inside the keyboard shortcuts modal dialog.

Steps to Reproduce

1. Open any bitbucket test env
2. Navigate to header section and activate "Help" link
3. Activate "Keyboard shortcuts"
4. Observe a modal dialog appears
5. Navigate to the "Account settings" link using the keyboard.
6. Observe the focus indicator is missing for the "Account settings" link.

Actual Results

The focus indicator is not visible on the "Account settings" link and other interactive elements within the "Keyboard shortcuts" dialog, impacting users with mobility and vision impairments who rely on clear focus indicators for navigation.

Expected Results

Update the CSS outline property to ensure a visible focus indicator on all links within the dialog, including "Account settings."

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
